Mission Statement and Ethical AI Policy

Web Sentinel is a proprietary algorithm developed by Children's International Rescue Foundation in partnership with law enforcement agencies to combat online child exploitation and predation. Our mission is to leverage advanced technology to identify, track, and disrupt criminal activities targeting children while upholding the highest ethical standards, ensuring transparency, and protecting individual privacy rights in accordance with applicable laws and regulations.

 

Core Principles

1. Purpose Limitation and Lawful Basis
   - Web Sentinel is designed exclusively for the purpose of assisting law enforcement in identifying and investigating individuals engaged in the online exploitation of minors. Its use is strictly limited to lawful investigations supported by appropriate legal authority as required by jurisdiction.
   - Data processing complies with legal frameworks such as GDPR (Article 6: Lawful Basis), CCPA (law enforcement exemptions), and COPPA (protection of minors).

2. Privacy by Design
   - Web Sentinel incorporates privacy-preserving techniques, including data minimization, anonymization, and encryption, to ensure that only the data necessary for investigations is collected and processed. 
   - Personal data unrelated to suspected criminal activity is neither accessed nor retained, aligning with GDPR’s principle of data minimization and CCPA’s consumer rights provisions.

3. Transparency and Accountability 
   - The algorithm’s scope, capabilities, and limitations are clearly documented and disclosed to authorized law enforcement partners. Public summaries of its purpose and safeguards are available, subject to security constraints, to foster trust and comply with GDPR’s transparency requirements (Article 13-14).
   - An independent oversight committee, including legal and ethical experts, regularly audits Web Sentinel’s deployment to ensure compliance with this policy and applicable laws.

4. Non-Discrimination and Fairness
   - Web Sentinel is engineered to avoid bias based on race, gender, religion, or other protected characteristics. Its focus is solely on behavioral patterns and evidence linked to child predation, validated through rigorous testing to eliminate unfair profiling.
   - Regular bias assessments are conducted to maintain fairness and accuracy in line with ethical AI standards.

5. Data Security and Retention 
   - All data processed by Web Sentinel is encrypted both in transit and at rest, adhering to industry best practices and legal standards (e.g., GDPR Article 32: Security of Processing).
   - Data is retained only for the duration necessary to support active investigations, after which it is securely deleted unless legally required for evidence preservation, complying with COPPA and CCPA retention limits.

6. Child Protection as a Priority  
   - In alignment with COPPA, Web Sentinel prioritizes the safety and privacy of minors. Any data involving children is handled with the utmost care, ensuring that investigative efforts do not inadvertently harm or expose victims.

7. Collaboration with Law Enforcement
   - Web Sentinel operates under strict protocols developed in collaboration with Internet Crimes Against Children Task Force Officers to follow established chat operation standards and best practices ensuring compliance with Fourth Amendment protections (U.S.) and GDPR’s lawful processing requirements (EU).
   - Training programs are provided to law enforcement partners to ensure responsible and lawful use of the tool.

8. User Rights and Redress  
   - Individuals whose data is processed have the right to inquire about its use, subject to law enforcement exemptions under GDPR (Article 23) and CCPA (Section 1798.145). Where applicable, mechanisms for redress are provided through legal channels.

9. Continuous Improvement and Compliance 
   - Web Sentinel undergoes regular updates to enhance its effectiveness and adapt to evolving legal standards, including GDPR, CCPA, COPPA, and emerging privacy frameworks.
   - Feedback from law enforcement, legal experts, and privacy advocates is actively sought to refine the algorithm’s ethical deployment.

- Additional compliance with national and international laws is maintained based on deployment jurisdiction.
